A tractor-trailer crash in Baltimore spilled drums of non-hazardous water-based concrete additive onto Interstate 95 on Wednesday, Feb. 15. According to WBALTV.com, the truck was traveling the southbound lanes of I-95, approaching the Fort McHenry Tunnel toll plaza when it flipped. The material in the 55-gallon drum it was hauling covered the elevated I-95 road surface and leaked onto I-895 below. The next morning, the Maryland Transportation Authority announced the driver of the vehicle had been charged with driving under the influence of alcohol, among other traffic violations.
